To reduce the impact of HIV/AIDS.

The pandemic of HIV/AIDS has been having a growing impact, devastating and preoccupying on the social-economic development in all of the countries of the world, with larger incidence in the African countries where they are about 70% of the world population living with HIV/AIDS. According to ONUAIDS, in 2001 about 5 million adult individuals and children in Africa were infected by HIV, increasing the global number of PVHS for 28.5 million. In 2001 the adults' percentage (15-19 years) living with HIV/AIDS was esteemed in 38.8% in Botswana; 33.7% in Zimbabwe; 21.5% in Zambia; 20.1 in the FROGS; 15.0% in Malawi; 15.0% in Kenya; 3.0% in Mozambique and 5.0% in Uganda. According to the National Program of Combat to AIDS (PNCS/DTS of MISAU), actually about 1.3 million people live with the virus of AIDS and that:

  • 700 people are infected a day;
  • About 140 citizens of among 0-4 years of age get infected of AIDS per day;
  • About 49 citizens of among 5-14 years of age get infected AIDS per day;
  • Every day, 1/3 of babies born of HIV/AIDS positive mothers;
  • In 2002 approximately 168.000 youngsters of among 15–24 years got infected by AIDS;
  • 150.000 children die victims of AIDS annually and other 1.000.000 children will be orphan on this decade;
  • The costs for the treatment of AIDS healthy onerous hipper (60 USD month) under perspective of the poverty that the Mozambican citizen lives;
  • The economically active population will be reduced to 2 million inhabitants.

Due to the factors presented above, AMOPROC has acted in the reduction and minimization of this disease through the accomplishment of the following actions:

  • Legal profession and human rights (former. introduction and popularization in Mozambique of the Law 05/02-law that all of the people candidates to the job with HIV/AIDS and their popularization);
  • To publish the linked laws to HIV/AIDS;
  • To produce materials to look at HIV/AIDS as human rights;
  • Awareness and to touch the participation of the civil society in the processes of social changes and linked politicians to HIV/AIDS;
  • To advise the movement of the access campaign to the treatment of PVHS in Mozambique;
  • To accomplish mitigation activities in the province of Maputo and Sofala;
  • To motivate intelligent initiatives of partnerships with organizations and congenerous institutions to uniform the actions in the beneficiaries' benefit.

To contribute and impel for the respect to human rights and access to the justice

During centuries, societies have developed a concept of fundamental rights that no government is capable of removing them. Several international documents try to define those rights, among them the “Universal Declaration of the Man's Rights” of December 10, 1948 and the “African Letter of the Man's Rights and of the People” of June of 1981. They are denominated usually “human rights” or even better “fundamental rights.”
Mozambique doesn't flee the rule, the denominated constitution “law mother”, made in 1990, establishes the basic and fundamental rules through which the Country should be governed. These concepts, establish for all Mozambicans, the freedom of expression, participation, religion, the physical integrity, the residence fixation, the circulation, and many more, mainly the creation of several politician parties brought other visions and challenges such as the Elections Presidential, Legislative and Autarkical (creation of municipal districts in the cities and towns).

Actually, the new and small democracy of Mozambique, the rights and fundamental freedoms extolled in the constitution, haven’t assumed their active rolls, due to these facts of: 1) the laws in Mozambique are not published for the civil society; 2) the poverty has been bringing problems such as: increase of prostituted children's, propagation of HIV/AIDS, abuse of power, corruption, terrible social differences, etc.; 3) the great illiteracy index and ignorance of the civil society; 4) the Mozambican governor doesn't have conditions or resources, they are connoted by the civil society as corrupt and not exercising the laws properly.
In order to contribute and help for the linked subjects related to human rights and access to justice AMOPROC is accomplishing the following actions:

  • Publishing systematically most of the laws on human rights and access to justice in several national languages; the strengthening of civil society in their active role as citizenships specifically in the human rights and access the justice, in an understandable way;
  • Publishing the procedures and access mechanisms to justice and that civil society are aware of it’s easy understanding;
  • Diffusion of corruption cases through social communication means.
  • Increase transparency and responsibility for the holders of power of decision, in order to reduce corruption and better efficiency of leaders.
  • Aware and to touch the civil society on the human rights;
  • Aware and to touch the participation of the civil society in processes of social reforms and linked politicians to the human rights;
  • Awareness and to touch the organs of social communication on their importance to participate and to publish human rights and access to justice in order to help in the citizen's awareness.

To assure and preserve the autarkical and presidential government

In Mozambique several votes were already accomplished, general elections (legislative and presidential) and autarkical, that those processes were preceded of the electoral census of root and of actualization. All these have been marked with a lot of abstention of enrolled voters patrolling about 50% to 85%, according to the data became publics for the organs of social communication, observers and for CNE.

The reasons of larger number of the voters' abstention are based by the fact of: i.) new position politicizes governmental (pluralist democracy); ii.) Ignorance and illiteracy of the civil society (they don't know their rights and duties); iii.) Distrust on the part of the civil society on them leads (corruption); iv.) absence of financial and other resources in the institutions that support the development of the actions of the electoral processes;
To contribute and to help in the tied subjects the preservation the autarkical government and presidential, AMOPROC it intends to accomplish the following actions:

  • Awareness and education of the citizen on the electoral process to exercise the right and to due consciously;
  • To publish the laws on the electoral process in the various local languages and of easy understanding;
  • To strengthen the Citizen to motivate the mechanisms of resources to the transparency and accounts rendered for the responsible entities for the electoral process in Mozambique and to the elect ones for they assume that they work on behalf of the society that chooses him;
  • To use and to take advantage of the organs of social communication to influence the publication on the votes in Mozambique;
  • To strengthen the civil society relatively in her role citizenship active the preservation of the autarkical and presidential government;
  • Aware and to touch the participation of the civil society in processes of social reforms and linked politicians to the electoral processes.

To reduce the corruption

The World report on the corruption published in the year 2000 by the international transparency and according to the Report of Ethics in Mozambique 2001 on the corruption in Mozambique places Mozambique as being one of the countries more corrupt of the world that in a widespread way this associated by some following examples below:

  • Aware and to encourage the citizen for form to announce actively for the success of the justice evidencing proofs of corruption;
  • Aware and to touch the organs of social communication for they participate and they diffuse the cases of corruption;
  • Aware and to touch the participation of the civil society in processes of social reforms and linked politicians the corruption;
  • To establish forms, alternatives and mechanisms with all of the social partners (courts, organs of social communication, agents for the law and order, NGO's that work in the area of the justice) for the fight against corruption.

PROGRAMS

Training, formation and institutional support the civil society

For this program, AMOPROC created SEFAT (Sector of Formation and Technical Support) whose objectives are to strengthen the Mozambican civil society assuring the promotion of actions of Citizenship face to the respect of their rights and duties using participative tools and of social legal profession in intervention of these areas.

For such three types of courses exist, a) course driven by the pertinence and importance of an undesirable situation that they need participative tools and of social legal profession; two) courses of the type candidacies, where AMOPROC opens formal public announcements foreseeing of prerequisites for the participation; three) for being only probably that it uses tools participative of social legal profession ties today in Mozambique, AMOPROC opened another type of courses through intelligent partnerships, where protocols are firm with the provincial forums of NGO's, other forums, NGO's and institutions in the which AMOPROC facilitates the courses and attendance to the members of these.

  • To promote the sustainable and the quality of the work of the AMOPROC face to the legal profession methods and the citizen's participation in Mozambique.

For the formation courses AMOPROC has been producing frameworks of formation that has been improved with walking of the time, through the acquired experiences during the formation courses so that it serves as consultation and support for the participants and aware that this is a good sustainability form for the civil society.

For larger inclusion of the formation activity and in I specify attendance and technical support, AMOPROC after the formation courses in the provincial ones has been promoting groups of social legal profession to treat subjects linked to areas of intervention of AMOPRC, besides selected had a corresponding ones provincial to be the connection link in the province between AMOPROC and the participants of the course, to render support, to gather and to change information, to solve punctual and local subjects, to produce, to distribute and to collect education materials and local awareness, etc.

Sensibilization, understanding and the citizens' education

To give answer in an efficient and methodological way to this program, AMOPROC established SECI (Sector of Communication and Information) whose objective is to produce, adapt, get better and distribute bibliographical and other materials (Posters, informative Bulletins, Books, Cassettes of videos, television Slogans and radio, use of cultural events, guide of social orientation, etc.). In a simple way, comprehensible to inform, aware and to touch the citizen, obviously taking in consideration of Mozambicans citizens of improve their capacities and knowledge, linked to different cultures, traditions, taboos, life experience, the poverty and calamity. The sector has for function the following:

  • To make responsible the production, adaptation, improvement, translation and analyze of materials of information and awareness on the citizenship;
  • To promote the exchange of information and communication among the several intervening at national level and of the world to assure the justice participative and social;
  • To establish and to manage a database with inherent information to the citizen's respect;
  • To promote the activities developed by the partners and other intervening that are to work on behalf of the citizenship in Mozambique;
  • Acquisition and collect of new information (books, texts, several materials, etc.) and their respective file;
  • To use and to take advantage of the organs of social communication;
  • To establish a webpage for the Mozambican citizen;

This embryonic service created by AMOPROC, it has been providing 100 monthly visits and the search approximately to the access of materials related with legal profession and participation of the citizenship.

For larger inclusion of the education activities and understanding the happening of the formation courses provincial correspondents in strategies of social legal profession, they have active paper and in specify in the adaptation and production, distribution and collect of education materials and local awareness, etc.

To establish communication nets and information for the civil society in Mozambique for the World

In the implementation of their activities AMOPROC has giving larger focus for works in partnership with government and no government institutions in intervention and even in similar geographies similar areas, they can join their efforts and ideals in a benefit of the civil society with intention of establishing communication Nets and information. The provincial correspondents will be a trampoline type so that these activities grow. In these partnerships and work, the great reason that it impels them so that it joins is that:

  • The multiplication of NGO's with identical objectives has been working separately and even in certain times in the same geographical space, bringing as consequence fatigues of the beneficiaries and the resources are applied of certain form unnecessary;
  • To improve the work quality at level of these, mainly in terms of change of experience; administration of resources; production and distribution of materials;
  • To guarantee larger credibility and transparency on the part of the Donors, middlemen and the beneficiaries;
  • To impel NGO's, institutions of the Government the together ones work on behalf of the improvement of the quality of life of the civil society;
  • To create at level local spaces for debates, discussions and analyses in specific intervention areas of AMOPROC; union of forks that work in the same area; of the largest transparency the activities; larger participation of the actors in cause; etc.

AMOPROC thinks that joining all of the efforts and experiences common to national level and in the world it is possible to obtain a better world where the honesty, democracy, participation and social justice, be patent where children, Women and Men have the opportunity to live a worthy life.

Strategically AMOPROC, after the general Assembly of 2005, created, in 2006, SETPMARK (Technical Services of Projects and Marketing) for responsibility of the two programs above as form of answering to the great slogan and challenge that all of Mozambicans NGO's have been facing whose intention is to create conditions for AMOPROC to be maintainable solemnity, don't live and just depend on the external Donors above all to small initiatives. In this perspective, they decided to develop the following activities for instance; i) make use of the enormous experience that their pictures and to accomplish services rendered activities in consultancies and researches; ii) sell materials such as "capulanas", raffles, plays, shirts, caps; iii) make marketing actions with national partners (private sector, national business community, etc..) for getting supports as form of incomes;

In the program of solemnity-invigoration institutional and financial organizational,
AMOPROC intends to create support to the reinforcement of his/her own institutional capacity; the training of the members and social organs in the activities; and with the increase of the financial capacity and elaboration of you politicize internal realistic that to be based it in the following:

  • To get own bottoms;
  • To facilitate encounters near the Donors in the search of solutions to improve their financial situation;
  • To seek possible partners in the private sector;
  • To investigate, to analyze and to implement possible programs generators of bottoms or incomes.

Gender and Development in the programs of AMOPROC

The inequality of the gender is actually a key factor that perpetuates the poverty and it limits the exercise effective of the democracy for all of the citizens in Mozambique. Serious inequalities of the gender are reflected in the relative lack of access to education or formal job on the part of the women and the largest vulnerability in relation to the men to the diseases, violence based on the gender and poverty (INE 1997; Pontara et al 2000). Due to their physical and social vulnerability, girls between the 15 and 19 years have the largest tax of infection of HIV in the Country. The women stop more reduced resources in relation to the than men control and very less income. In 1995, for instance, more than 95% of the women worked mainly in the agricultural sector, basically in the subsistence agriculture. Only 42% of the women won some money of their agricultural activities.
